Yes, you just need the person's DC# which can be found on the PCJ website for "Who's in Jail". A first letter will pass through without the location info however if you don't get a response to your letter from the inmate with their location info, you need to go back to the website to get the location info before writing again or it may be returned to you by the jail. The 4 characters in the Cell/Location Status section that are in the center (XX-3D1B-xx). Just don't go writing to someone else's 'inmate' :)
